After years of union efforts, it seems that finally the UN may address the basic questions in its relations with staff. A report by the Joint Inspection Unit (not yet available in all official languages) states the basic principle of New Wood, as follows: "Recommendation 5 The General Assembly should request the Secretary-General to present to it for its approval, an appropriate staff regulation confirming the recognition of the right of the United Nations staff to collective bargaining as outlined in the annex of its resolution 128 (II). The Secretary-General and the Executive Heads of the separately administered organs and programmes should apply to the staff of their respective entities the standards and principles emerging from the relevant ILO instruments, particularly the Declaration on Fundamental Principles and Rights at Work (1998)."

Following a vigorous campaign with several new members joining the NW list, 2 candidates were elected to the staff Coordinating Council. New Wood also secured the Council vice-president post at its first meeting.

WHO troubles deepen in budget crunch

The large cube-like building which houses the World Health Organization (WHO) looks immutable in the blazing sun of July. However, the institution is faltering. For 2010 and 2011, its estimated budget of between $3.7 to 3.9 billion has a hole of $600 million. [...]Some 350 positions,of the 2,370 at Geneva headquarters, will be gone by the end of [2011]. New Wood back on staff Council

New Wood returned to the Staff Coordinating Council last week after a one-year absence. NW moved that the draft programme of work of the Council be extensively revised, including notably the right to collective bargaining as specified in international labour conventions, respect of the non-taxation principles for retirees in Switzerland that appeared in the original Accord de Siege between the UN and Bern, and reform of the “solidarity” legal and social spending initiated during its time in a governing coalition (2008-09).
